New customs security and safety program -ICS2 regulation

Effective June 3, 2024, the European Union has implementing a new customs pre-arrival security and safety program: Import Control System 2 (ICS 2), Evergreen has received approval from the National Customs Authority for a later deployment window and has started to lodging Entry Summary Declarations (ENS) into ICS2 from October 15, 2024.

Summary of the new EU Advance Filing Rules Information:

  • A mandatory risk assessment will be conducted within 24 hours upon receipt of ENS filing via Customs system (Shared Trader Interface, STI).
  • Two scenarios for ICS2 filing:

  1. Complete (Single) ENS Filing: Carrier submits ENS filing with complete data, including seller/buyer or house level information given by shipper.
  2. Multiple ENS Filing:  Customer(self-filer or house level filer) must declare ENS with complete seller/buyer or house level information, and the EORI number of supplementary declarant (house level filer) should be provided to Carrier.

In order to ensure full compliance with the enhanced customs regulations introduced by ICS2 requirements and complete the necessary preparations to ICS2, shipping instructions with comprehensive information about the goods must be provided at least 36 hours before the vessel’s arrival at the port of loading. The following necessary ENS data elements are required to be included as part of the shipping instructions:

  • Shipper/Consignee name and complete address (EORI number where available) 
  • Notify party name and complete address (mandatory to be identified for “To Order B/L”, EORI number where available)
  • Complete address including street name, number, P.O. Box Number, Postal Code, Sub-division Code, City and Country name for all involved parties.
  • A detailed and accurate commercial description of the goods.
  • 6-digit Harmonized Commodity Code.
  • Identification (EORI number) of the supplementary declarant (self-filer).
  • Buyer and Seller information, as well as house-level details for EU-bound cargo if the filing is via Evergreen.
  • Type of person whether the party is a natural, legal or association person for all involved parties.
  • CUS code for chemical substances, if applicable, as maintained in the ECICS/European Customs Inventory of Chemical Substances. EU website to search CUS code.
